The engine bay box changed architecture too, not just numbers. The 2001-2003 power distribution box protects the ABS pump motor with one 50A fuse at position 6.
The 2004 box splits that into two circuits instead. A 30A fuse covers the ABS solenoids, and a separate 40A fuse covers the ABS motor. Ford re-engineered the circuit, it did not just renumber it.

2.3L four-cylinder power distribution box. Positions 1, 3, 5, 7, 9, 11, 13, 15, 17, 21, 23, 25, 38, 41, 42 match the V6 box. Position 19 is live at 20A for the engine cooling fan.
The V6 box leaves that position unused, since the V6 uses a clutch-driven fan instead. Positions 2, 27 and 31 do not appear on the 2.3L box at all. The Tremor amplifier fuse and the 4×4 module fuse are V6-specific line items in the sources checked here.

Where is the cigar lighter fuse on a 2004 Ford Ranger, and why do some charts disagree?
Fuse 29 in the passenger compartment panel. Three of the four 2004-specific sources checked here, The Ranger Station, StartMyCar and Auto Genius, put it at 20A. It also protects the OBD II diagnostic connector on the same circuit. A scan tool that will not power up points at the same fuse.
